The Kremlin previously stated that the leaders of Russia and Ukraine should only meet to sign formal agreements that their respective negotiators had prepared for them.
Throughout the fighting, Turkey has maintained communication with both Moscow and Kyiv. Despite condemning Russia’s use of force, it declined to support the international sanctions imposed on Moscow. The UN-mediated agreement between Russia and Ukraine in July to permit the sale of grain from Ukrainian ports also implicated Ankara.
Russia recently protested that the agreement’s provision requiring Western nations to remove impediments to the shipment of food products was still unfulfilled.
